Windsor Locks Voters Overwhelmingly Approve Senior Center, Police HQ
WINDSOR LOCKS, CT — Nearly two years after residents overwhelmingly approved funding to build a new senior center and police station on Spring Street, a similar percentage okayed additional funding for the project at a referendum Tuesday.
In March 2022, voters decided to appropriate $13.49 million for the senior center, and $15.15 million for police headquarters. On Tuesday, they were asked to authorize an additional $780,000 for the senior center, bringing its total to $14,270,000, and an extra $3,980,000 for the police department, for an aggregate of $19,130,000.

Official vote totals from the town clerk’s office indicate residents were in favor of the senior center funding by a 332-164 margin, while the police station vote was 314-183 in favor.

A total of 5.6 percent of the town’s 8,908 registered voters turned out on a snowy day to cast their ballots.
The current senior center at 41 Oak Street, a converted fire station which opened in 1978, is located on a hill, making accessibility difficult for some. The police station, built in 1974, lacks a female locker room, among other things. Both buildings are also believed to be in violation with the Americans With Disabilities Act.

“All the members of the Windsor Locks Police Department greatly appreciate the support of our residents in passing this referendum,” Police Chief Eric Osanitsch told Patch. “Both projects, the new senior center and the police department, are long overdue and will serve this community for the next 40-50 years. It is our responsibility to provide the citizens of Windsor Locks with the high level of services they expect and deserve. This has been a five-year process and we will shortly see the positive benefits of all the hard work and community support which brought us to this point.”
Both new structures will be built on a 9.73 acre parcel at 491-519 Spring Street. Osanitsch said construction is expected to begin within the next few weeks, and completion of both buildings to should take around 14 months.
