Homeless Woman Arrested By Concord Police On Threat, Stalking, Exposure Charges

CONCORD, NH — A homeless woman in Concord was arrested earlier this month on threat, stalking, and indecent exposure or gross lewdness charges after a domestic violence incident on North Main Street.

Around 1:30 p.m. on July 3, police were sent to the vacant lot at the intersection of Franklin and North Main streets for a report of a disturbance between a man and woman. The caller told dispatch the woman was naked, an affidavit said.

When the reporting officer arrived, they found Jehniva L. Clark, 30, a homeless woman now located in Concord, in the back of the first arriving officer’s police cruiser. The officer confirmed to the reporting officer Clark was not wearing any clothes, as stated in an affidavit.

“It should be noted,” the officer wrote, “there was heavy traffic (in) this area at the time of the call.”

Police spoke to two men who were also there with one, who was connected to Clark, saying she was “going crazy” and trying to hit him with a large stick. The reporting officer questioned the man about the threats, and he claimed she was waving it around, threatening him with it, the affidavit said. Later, the officer said, the man became “completely uncooperative.” The officer wrote, “(The victim) told me to leave him alone, and he was not pressing charges.”

The second man was interviewed and he confirmed the accusations of the first man and their connection to each other, the officer wrote.

The first officer told the reporting officer they were able to get Clark covered up and into the cruiser, but then she began to smash her head against the window, the affidavit stated.

“I secured Jehniva in my cruiser and asked her if she wanted to see a bail commissioner,” the officer wrote. “She would begin to ramble on and spit (so she) was taken to the Merrimack County House of Corrections.”

Dispatch ran a check and found the man was a protective party in a criminal bail order against Clark issued in early April.

The reporting officer double-checked the domestic violence-stalking protective order and confirmed it was still active and barred her from being 300 feet from the victim, the report stated.

Clark was charged with domestic violence-criminal threatening, criminal threatening, stalking, and indecent exposure-gross lewdness. She was arraigned by video on July 5.

Back in April, Clark, who was living in Allenstown at the time, was arrested on simple assault and domestic violence-simple assault charges after an incident or investigation at Dunkin’ Donuts at 121 S. Main St. Less than a week later, she was arrested on a bench warrant on North Main Street. Clark was also arrested on April 12 on a theft charge after an incident at Walmart.
