3-Month-Old Baby Suffers Broken Arm In Joliet: Chief Bill Evans
JOLIET — During Thursday’s widely attended Joliet Police Department press conference, Chief Bill Evans cited the apprehension of 23-year-old Tyler Marshall of Chicago as one of the major highlights among the 21 people who were captured during the previous 24 hours as part of Operation Streetsweeper.
Marshall, who is the baby’s father, broke the arm of a 3-month-old child in Joliet back in May, according to Assistant Will County State’s Attorney Donna Webdell’s petition to deny Marshall his pretrial release.
“This is a crime of violence against a young child. At the time of the offense, KB was 3 months old,” Webdell wrote the judge.

On Friday, Will County Judge Carmen Goodman ruled in favor of the prosecution. Marshall will keep in the Will County Jail indefinitely under the new SAFE-T-Act. Marshall faces a Class X felony charge of aggravated battery to a small child.
The judge checked the box on court records indicating that Marshall met the Dangerous Standard to be held in custody under the SAFE-T-Act.

According to prosecutors, on May 10, Joliet police responded to Silver Cross Hospital for a child abuse case. The child brought there had a right arm injury. The doctor noted that the child previously suffered fractured ribs that were now healed. The child was born on Jan. 31.
Officers talked with the child’s parents and “defendant stated he put KB to bed the previous night and everything was fine, and that KB was fussy and crying throughout the night.”
The mother told police that at 4:30 a.m. she got KB from his bassinet and noticed he could not use his right arm, and he cried when it was touched. She called 911 and a Joliet Fire Department ambulance brought them to the hospital.

“Neither parent could explain the injuries,” prosecutors outlined.
As for the baby’s mother, “she informed officers she did not question the defendant about KB’s arm, due to fearing the defendant,” court documents show.
Joliet police had responded to the child’s mother’s residence back on March 25 when KB was only 8 weeks old. “On that same date, the defendant also pushed (the child’s mother) to the floor, struck her several times and dragged her by her hair on the floor. It should be noted that on May 10 when KB was treated for the broken arm, KB was healing from multiple fractured ribs,” McKenna informed Judge Goodman in her pretrial petition. “Lurie’s records of KB’s skeletal survey note in part, ‘Acute right rib fractures’ as well as ‘numerous healing bilateral rib fractures.'”
Prosecutors noted that the child’s mother said that Marshall “had a bad habit of picking up KB by one of his arms… She related she told the defendant to stop picking KB up by his one arm but he continued to do so.”
