Concord Man Arrested On Massachusetts Child Enticement, Obscene Matter Charges

CONCORD, NH — A man from Concord was arrested on Tuesday night and faces child enticement and obscene material charges in Massachusetts.

Richard Wayne Talbot Jr., 34, of Concord Gardens in Concord, was arrested at 7:12 p.m. on Nov. 19, on an arrest prior to requisition.

Around 6:30 p.m., a watch commander sent a detective and an officer were sent to the apartment complex to arrest Talbot on a warrant issued by the Methuen MA Police Department. The warrant was for enticing a child under 16 and five counts of obscene matter to a minor. Police did not find him at home but “established information” that he might be at the McDonald’s Restaurant on Loudon Road, an affidavit said.

Other officers arrived with the reporting officer and detective at the restaurant and found Talbot in the back kitchen area where he was working, an affidavit stated. He was requested to the front of the restaurant, his identity was confirmed, and he was arrested. While being brought to a police cruiser, dispatch confirmed they had the physical warrant in hand, and it was confirmed. Talbot was then taken to the county jail for holding.

The reporting officer wrote Methuen police were working with the Internet Crimes Against Children Task Force on the case, and a judge in Lawrence MA District Court approved the warrant.
